"The documents discussed during our presentation of October 1, 2008, especially the summary of General Twining, dated 23-09-1947, to the commander of the Air Materiel Command, did not say anything else. Other elements confirmed by official documents, such as repeated overflights of the facilities of the Atomic Energy Commission from 1948 to 1952, the deprogramming of ICBMs in 1967, and more recently, the deliberate interference with airliners, as in Bariloche, Argentina, confirm our hypothesis.

The behavior of these devices during encounters with fighter jets or interceptors – some have participated in real swirling battles in the U.S. – suggests they are controlled, guided or led by particularly sophisticated automation. ...

The observations made since 1946 suggest that some craft use an unknown technology. However, we have not yet sufficiently analyzed the documents and available evidence. We are content for now to cite a few examples:
- Longitudinal accelerations exceeding 10 g were measured in Belgium by Air Force interceptors in 1989, 1990 and ‘91. We will resume an analysis of the data recorded available to us.

Remarkable accelerations of the craft right after a stationary mode were repeatedly noted by civilian witnesses. Unusual accelerations and decelerations, sudden stops as well as very tight turns were detected simultaneously by two radars and observed by competent witnesses over Washington DC on July 19, 26 and 29, 1952. Radar echoes of these objects were also detected briefly on the onboard radars by the crew of the F-93 interceptors chasing after them.

- An unknown form of support that does not involve the reaction of a mass projected down – as is the case for aircraft, helicopters and rockets – was noted on multiple occasions, especially in the case of Trans-en-Provence [January 1981] and Amaranth [October 1982]. It was shown by some of the devices involved in the flights over Scandinavia during the summer of 1946 * [* See Hillenkoetter document]. Many witnesses in France in 1954 observed in the sky stationary craft of great dimensions. It should be emphasized
that no man-made aerial craft is capable of these kinds of performances.

- Flights at very low speed of very large craft, often triangular in shape, were observed at very low altitude by dozens of motorists in Belgium in 1989 and 1990.

On November 5, 1990, in France, between 6:15 p.m. and 7:45 p.m., many “apparatus” of various shapes were observed and even filmed on two main routes: from the tip of Finistère to Strasbourg, and the Basque Country  to Nancy, passing through the Massif Central. The observations ranged from a triangle with lights at the bottom,  to an elongated wingless fuselage over two hundred meters long [Gretz-Armainvilliers]. An unusual silence was noted during most of these events.

- A speed of 2300 km/h in horizontal flight was reported by radar in Finland in 1946. Speeds of about Mach 5 at relatively low altitude – 9 to 10000 meters – were measured by an airliner in 1966, southwest of Buenos Aires. In July 1994, air traffic radar on the Detroit vertical, measured the same speed at a slightly higher altitude. This last observation was confirmed by three airliner crews of Air France, Lufthansa and Olympic Airways. ...

Because of kinetic heating leading edges and a high-drag, these performances are virtually out of reach of current military aircraft… which was even more true in 1966.

- A particular form of stealth has been verified with regards to the simultaneous observation of a very large aerial disc by CDB Duboc and his crew, as well as by an air defense radar station.  While the disc observed visually disappeared for the crew of Air France, it continued
to be detected by the military radars. In other cases, the craft remained clearly visible to the observers but without appearing on the radar screens. It seems that this was the case for some of the observations made on November 5, 1990.

- The air superiority of the craft concerned, if they are indeed crafts, is such that none of the many interceptions which have been made against them, in the United States for example, have been able to overcome one of these devices. On the contrary, they allegedly caused the destruction of several U.S. aircraft launched in their pursuit in the late forties. They seem able to violate with impunity the airspaces of the best defended countries in the world.

The above features suggest that in many cases the devices detected, far from being unidentified, are easily recognizable by the aerial defense agencies as part of a technology far ahead of ours. [The jerky trajectories at right angles and the descents like dead leafs are known since the fifties. High speeds at relatively low elevations appear in several documents (La Paz for example.). They seem almost like signatures!] ...

We feel that we must reject the thesis of a terrestrial origin for all the observations made since World War Two. Indeed, if a nation of the world had been able to secretly develop such an armada of exotic craft, like those observed for more than half a century, the means of analysis and strategic logistics available would have permitted their rapid identification. The illegal overflights which they have been guilty of conducting could constitute a casus belli ...

However, repeated overflights from 1948 to 1949 of all the U.S. bases where atomic weapons were constructed and stored, could be considered a clear transactional message and an implied threat. The same can be said for the confirmed deprogramming of ICBMs at Malmstrom AFB in Montana on March 16, 1967, for example, while a luminous machine the size of a B-52 flew over the site at very low altitude.

The fundamental gravity fields are the tetrads for Local Inertial Frames (LIFs) on

force-free geodesics in curved spacetime. The tetrads are the “square roots” of Einstein’s

metric tensor. Material LIF detectors on timelike geodesics can be described by Cartesian

tetrads whose Newman-Penrose 2-spinor qubit representation are the four entangled Bell

pair states of quantum information theory. In contrast, the local light cone null tetrads are

unentangled pairs of 2-spinor qubits. Furthermore, in a local spherical coordinate basis,

the two real null tetrads are the Wheeler-Feynman advanced and retarded spherical waves

emanating from the origin of the local light cone. Curvature corresponds to relative

disclinations or “tilting” (Penrose) of neighboring light cones. Therefore, the qubit spinors

are Wheeler’s “BITS” for the fabric of spacetime where Einstein’s metric tensor field emerges

from strings of four qubits. This picture is compatible with Aharonov’s pre-selected

history and post-selected destiny state-vector formulation of quantum theory.

Lene Hau isn't talking about a used motorbike, but about light – that ethereal, life-sustaining stuff that normally travels 93 million miles from the sun in about eight minutes.


That should show a huge gravity anomaly n^4G/c^4 if my idea is actually followed by Nature.

Hau's team stopped light for one-thousandth of a second. Atomically speaking, "this is an amazingly long time," Hau notes. "But we think it can be stopped for much longer."

This was only a milli-sec - but an effect should be there (here it would be a normal gravity attraction blip because no negative EM energy density). Of course the EM energy density here is tiny.
Note the objections are for propagating far EM fields - not clear what happens for near EM fields.

Remember however these papers only deal with "plane wave far field radiation (real photons in coherent states) not near-fields (virtual photons in coherent states) that do not propagate.

Abstract. Gravitation has interesting consequences for electromagnetic wave
propagation in vacuum. The propagation of plane waves with phase velocity
directed opposite to the time-averaged Poynting vector is investigated for a
generally curved spacetime. Conditions for such negative-phase-velocity (NPV)
propagation are established in terms of the spacetime metric components for
general and special cases. Implications of the negative energy density of NPV
propagation are discussed.

Obstacle to the goal of low power warp drive

A simplistic expression of the (monochromatic) electromagnetic energy density turns out to yield negative values [8], which are generally held as impossible in the electromagnetics research community, but more sophisticated investigations indicate that the
electromagnetic energy density in NPV materials is indeed positive when account is taken of the frequency-dependent constitutive properties ...

The possibility of a negative electromagnetic energy density requires discussion. In the
research on isotropic, homogeneous, dielectric-magnetic NPV materials, the negative value
has been noted [8]. Equally important is the fact that such materials have been artificially
fabricated as composite materials comprising various types of electrically small inclusions, and their plane wave response characteristics (over limited ω-ranges) are substantially as predicted [7]. This implies the aforementioned procedure to compute W(ω/c, k, r)t may not be always correct. Indeed it is not, because it applies only to nondissipative and nondispersive mediums. When account is taken of the dissipative and the dispersive nature of the NPV materials [26], W(ω/c, k, r)t does turn out to be positive [9].

3) The primary area of research in metamaterials is investigation of materials with a negative refractive index.
This appears to permit the creation of 'superlenses' which can have a spatial resolution below that of the
wavelength, and a form of 'invisibility' has been demonstrated at least over a narrow wave band. Although the
first metamaterials were electromagnetic, acoustic and seismic metamaterials are also areas of active research.
Metamaterial potential applications are diverse and include remote aerospace applications, sensor detection
and infrastructure monitoring, smart solar power management, public safety, radomes, high-frequency
battlefield communication and lenses for high-gain antennas,[4] improving ultrasonic sensors and even
shielding structures from earthquakes. ...

Metamaterials as left-handed media occur when both permittivity ε and permeability μ are negative. Furthermore, left handedness occurs mathematically from the handedness of the vector triplet E, H and k. ...

In natural occurring transmission media right handedness dominates, i.e., permittivity and permeability are
both positive resulting in an ordinary positive index of refraction. However, metamaterials have the capability
to exhibit a state where both permittivity and permeability are negative, resulting in an extraordinary index of
negative refraction, i.e. a left-handed material.[2] The term Left Handed Material (LHM), is interchangeable
with the term Double Negative metamaterials (DNG).[7]

In DNG metamaterials both permittivity and permeability are negative resulting in a negative
index of refraction. The index of refraction, n, has been shown to be negative in theory, and several research
experiments have reported a negative index of refraction for DNG metamaterials.[1] Studies have created
applications for producing a negative refractive index. These applications are "phase compensation with
electrically small resonators, negative angles of refraction, subwavelength-waveguides, backward wave
antennae, Cerenkov radiation, photon tunnelling, and enhanced electrically small antenna". The concept of
continuous wave excitation is a key component of these studies to obtain the negative index refraction of DNG
media, and introduce these applications.[1] DNG metamaterials are innately dispersive, so their permittivity ε,
permeability μ, and refraction index n, will alter with changes in frequency.

The greatest potential of metamaterials is the possibility to create a structure with a negative refractive index, since this property is not found in any non-synthetic material. Almost all materials encountered in optics, such as glass or water, have positive values for both permittivity ε and permeability µ. However, many metals (such as silver and gold) have negative ε at visible wavelengths. A material having either (but not both) ε or µ negative is opaque to electromagnetic radiation (see surface plasmon for more details).
Although the optical properties of a transparent material are fully specified by the parameters ε and µ, refractive index n is often used in practice, which can be determined from . All known non-metamaterial transparent materials possess positive ε and µ. By convention the positive square root is used for n.
However, some engineered metamaterials have ε < 0 and µ < 0. Because the product εµ is positive, n is real. Under such circumstances, it is necessary to take the negative square root for n. Physicist Victor Veselago proved that such substances can transmit light.

The foregoing considerations are simplistic for actual materials, which must have complex-valued ε and µ. The real parts of both ε and µ do not have to be negative for a passive material to display negative refraction.[23] Metamaterials with negative n have numerous interesting properties:
Snell's law (n1sinθ1 = n2sinθ2), but as n2 is negative, the rays will be refracted on the same side of the normal on entering the material.
The Doppler shift is reversed: that is, a light source moving toward an observer appears to reduce its frequency.
Cherenkov radiation points the other way.
The time-averaged Poynting vector is antiparallel to phase velocity. This means that unlike a normal right-handed material, the wave fronts are moving in the opposite direction to the flow of energy.
For plane waves propagating in electromagnetic metamaterials, the electric field, magnetic field and wave vector follow a left-hand rule, thus giving rise to the name left-handed (meta)materials. It should be noted that the terms left-handed and right-handed can also arise in the study of chiral media, but their use in that context is unrelated to this effect. The effect of negative refraction is analogous to wave propagation in a left-handed transmission line, and such structures have been used to verify some of the effects described here.

We introduce a new model of background independent physics in which the degrees of freedom live on a complete graph and the physics is invariant under the permutations of all the points. We argue that the model has a low energy phase in which physics on a low dimensional lattice emerges and the permutation symmetry is broken to the translation group of that lattice. In the high temperature, or disordered, phase the permutation symmetry is respected and the average distance between degrees of freedom is small. This may serve as a tractable model for the emergence of classical geometry in background independent models of spacetime. We use this model to argue for a cosmological scenario in which the universe underwent a transition from the high to the low temperature phase, thus avoiding the horizon problem.

Level III is simply a matter of interpretation. Tegmark is a many worlds guy and prefers to think that ' if a mouse observes the universe, the mouse, not the universe changes'. Some however, prescribe to the 'consciousness causes collapse' interpretation. In Sarfatti cosmology, as explained above, it is now clear that your view of QM is very similar to the Bohm-de broglie interpretation. Which means particles always have discrete postions but are guided by the wave function, and are subject to the schrodinger wave equation, but the wave function never collapses. There is a kind of eternal information field if you will.  As a result the theory has a single space-time, is non-local and deterministic. Which is why it is related to the work of Sheldon Goldstein, who uses a specific type of Bohmian cosmology. Level III is not needed in your theory and as you righly pointed out 'it is not clear that Level III is real'. It is a matter of interpretation. Which leads back to Wheeler ' The question is what is the question?'---Why so many interpretations?

This is very interesting for me. It always bothered me that there are many different interpretations of QM, There is only one way of understanding relativity or Newtonian mechanics, one world-view if you will, why should QM be different. It would be interesting if different variants of quantum cosmology gave different testable predictions. It seems after thinking about your idea and the above discussion, things don't work in a level III multiverse, it seems to work in a Bohmian universe though. You need the implicate order, an all pervasive information field, transcending space-time for the retro causal effects to be consistent. The implicate order are the anyonic qubit patterns smeared over our future event horizon hologram analogous to the phase pattern on an optical hologram plate similar to Susskind's picture of black hole complementarity.

It's not clear that Level III is real. That is, quantum theory may not work on the large scale at all. That it does is a matter of faith. It may be an over-extrapolation. Macro-quantum phase coherence in the post-inflation vacuum changes the rules. The linear unitary Schrodinger-Dirac etc equation for entangled  micro-quantum waves in configuration space is replaced by a nonlinear non-unitary Landau-Ginzburg type equation in 4D spacetime for a non-entangled vacuum order parameter that remains coupled to the ordinary micro-quantum noise to be sure. The gravity tetrad fields of curved spacetime geodesics emerge as gradients of eight Goldstone phases in a toy model I am playing with.
