(The DIA STAR GATE briefing document)reports that paranormal "psychic vision," referred to as "remote viewing" by the Department of Defense, is, to quote from the document, "a real phenomenon."

"The physics of psychic vision is signal nonlocality that violates quantum theory. It requires a post-quantum theory that is to quantum theory as general relativity is to special relativity. Things impossible in a special theory may be possible in the more general theory that extends it in a smooth manner by introducing a new control parameter that is zero in the special theory and non-zero in the more general theory. In the case of relativity, the control parameter is space-time curvature. Super-technology metric engineering is able to control curvature with small amounts of stress-energy density by amplifying its coupling G/c^4 to curvature. The way to do that seems to be to make the speed of light smaller as happens in superconductors and to make the superconductor also have negative electrical permittivity and negative magnetic permeability, i.e. a superconducting meta-material.
